Semitropic’s
board is represented by an experienced group of individuals committed
to public service. Board members are farmers within the district, and
are elected by ratepayers to serve four-year terms. Visit meetings and events

Board Officers and
Members
Frederick “Rick” A. Wegis, Division 7
Rick
has served on the board since 1995 and has been president since 2002.
He succeeded his father, Ken Wegis, who served on the board for 26
years. Rick manages a 4,500 acre, four-generation family farm in the
Buttonwillow/Wasco area. He has been active in local water and
agriculture issues through his involvement with the Kern County Farm
Bureau, Kern County Water Association, National Cotton Board,
California Cotton Growers Association and the Ag Leadership Class 12.
Courtney Howard, Division

Pat McCarthy,
Division 2

Philip W. Portwood, Division 5
Phil has served on the board since 1984. His family has
farmed in the Wasco area for many years.
Jeff Fabbri, Division 1
Jeff has served on the board since 2002, succeeding his father, Vido
Fabbri, who was instrumental in establishing the district in 1958 and
served as a board member for more than 40 years, some as president.
Todd Tracy, Division 6
Todd
joined the board in 2003, replacing long-time board member Larry Frey.
Both are members of the Tracy family, a pioneer farming family that
operated Buttonwillow Land and Cattle, a large farming operation in the
Buttonwillow area.
Dan Waterhouse, Division 3
Serving on the board since 2002, Dan has farmed for a
number of years in the Wasco area.
